What’s a good program to build website with?

First time building a website, its for World of Warcraft and I need it to export in a css format.

    I use Notepad++ or Vim.

    i used to use Notepad++ then i found Kompozer its really easy to use and you can export your css too

    I used this site for building the website & got damn good solution ..
