I want to learn how to build a website…completely from scratch. Is there an online course I can take or any courses at a community college or something? I don’t know anything about building websites at all so I would need it to teach me from the very basics.

I want to build a website, I need a program that will have a photo editing program and that will be very easy to use to build a stunning website. Also, any good, reliable and affordable web hosting you can recommend?
Usually website building software don’t have any photo editing features with them (it is plainly not in their scope). So to edit images you might have to use separate software. A free one is GIMP (www.gimp.org). If you want to freely edit it online without downloading any software, you can use http://www.pixlr.com. It is a wonderful tool and free to use.
Most web hosts will provide you with website builders (for free) using which you can build professional looking websites. You can upload your own graphics etc.. so everything is in your control. You might not even need a desktop website builder. Some very reliable and top notch hosts are here:

i’m more design-oriented, and i’m planning on rebuilding my generic site using selectable skins wrapped over the same content, using css (eg pixel peach’s site). what would be the best DIY way to use css3, etc. for this?
The site you referenced doesn’t use CSS in that way. It’s pretty much all Flash.

In this part we demonstrate table creation and structure methods from inside of PHPMyAdmin. PHPMyAdmin is a great tool if you are not yet comfortable writing custom database structuring scripts using PHP. We make the website system smart enough to use just one file for all display, no matter how many pages or content the site acquires.
