When I get a domain name, can I use a blog as a website? How does this work?

Do I have to pay for a website to host this domain name?

Getting a domain name gives you nothing but the name. Some sites will sell a package that includes a name, web space, and email for under $4 a month.

If you only get the name it must still be attached to a site and there may be a fee to do that.

    Domain and hosting are two different services. Yes, you have to pay for them both. If you want a blog, here’s what you need to do:
    1.     Yes of course you can use a blog as a website. you can use any free blog hosting service like http://www.blogger.com using your google account and using blogger’s "Publish on a custom domain" option you can use as direct website.

    but you need to pay for the domain name registration.
