Can you buy wholesale products at cheaper prices than others?

I want to buy halloween masks to resell them.

I want to know if everyone buys them at wholesale at the same price? or do other people get them cheaper through negotiations?

How does this work?

All Halloween masks are not the same and all companies are not the same. As a general rule, you will get a cheaper price based on the volume of your order. The higher the volume of your order, the cheaper the price per item. Your price also depends on the company’s policies that you’re dealing with. Some companies will negotiate, others won’t. Some companies give better volume discounts than others.

Walmart is able to negotiate lower wholesale prices than most, if not all other companies because they sell so much product in so many stores as compared to everyone else. I’ve heard of some smaller retailers complain that Walmart sells products to consumers often lower than the smaller retailer can get them "wholesale" from their distributor.

    The bigger you are the more you can buy. The more you buy the better the price.
    Walmart can buy cheaper than a Mom and Pop store.
