How do I buy clothing & beauty products wholesale, for a retail business?

I want to start an online business selling womens clothing and beauty products.
I would like to offer name brand beauty products such as; Kai, Philosophy, Bliss, etc.
Also, I want to sell higher end name brand clothing at a discount.
So, my question is how do I get in touch with such companies to buy wholesale?
Also, how do I go about getting a resale number?
